They make a pretty big difference for a lot of things, go to your awards page, and click the merits tab to see all of the buffs you can spend your merits on.
Merits can be spent to get a lot of passive benefits to your gameplay. Plus it's another number to go brr, which is what this entire game is about.
In short, merits can get you more life, better performance in fights, more money from Bank investment, from employment, mugging and or mercenary work, faster crime progression.
You need 55 merits to max out a single bonus, and with so many bonuses that can be useful at the same time, merits have invisible but important effect on your gameplay.
Bank merits alone can make you over 1m a day passively (or a lot more in a certain job) with max investment.
I have purchased multiple merits at about 12m per and I'm thinking of buying even more.

Merits are dumb, Ive never chased one
You can use merits to buy perks, such as to shorten education time, increase bank interest, increase health, crit rate and other fun stuff.
Somebody (I forget who) once called Torn "Fancy Cookie Clicker," and, well, I have to agree.

I like to call Torn “Cookie Clicker with Friends”
They are as useless or useful as Skill Points in any other game.

They make a huge difference for your game play. If you read through them there’s a lot of perks. One being merits can shorten your education time as well as boosting your stats.
Yes they’re very important, especially as a new player; your first 110 merits should go into maxing education reduction and bank investment.
Why?
Bank Investment: Ideally you should always have $2bn rolling in the bank for 2-3 month intervals (best Return on Investment for passive income) - When you're just getting started stick to 1-2 week investment windows, keep contributing to your bank each time it finishes and keep putting in more until it compounds to a point where you're comfortable moving to 1 month windows (around $400M)
Education Reduction: Eventually you’ll do them all anyways, why not speed that process up, and you can use your annual free reset to free those 55 merits for something more useful to you in 5-6 years - ie. hospitalization time, masterful mugging, weaponry mastery.
Future thing to note:
Weapon mastery - Once you've figured out your ideal weapon load out it might be best to invest in some additional damage and accuracy by way of merits (Keep in mind it takes 55 merits to max it out completely)
