I'm unsure if there is a specific requirement, but based on the following guide https://www.torn.com/forums.php#p=threads&f=61&t=16350490
Recovering a skimmer with 250 details will grant the Zero Liability honor bar.

14:31:26–18/03/24 You used 4 nerve successfully recovering a skimmer at a gas station collecting 251x card details

I have not been awarded the merit.
Any insights on this? Is it a Bug or have i missed a requirement?
