Is the passive def bonus only applied when being hit on the specific armor piece, or is it a cumulative def bonus based on the total added up?

if you are talking about sentinel (or vanguard) then what flare said is correct
if you are talking about perks like on the assault set (so -20% bullet dmg etc.) it is not cumulative
