I recently hit level 15. I work for a cruise liner and have a +2 capacity and also bought a small suitcase. For a couple of weeks o was able to carry 12 items back to torn with me and all of a sudden today I am only able to carry 9. Does anyone know the reason for this?

Im going to guess that your faction switched over to war perks, which reallocates some of the upgrades away from extra travel items.
12 and 9 seem low. I carry 29 items and am not working a job that increases carrying capacity. As posted above, the decrease is likely at the faction perk level.
Low because they don’t have PI and using small suitcase to begin with.

- Adding an Airstrip and pilot to your property, owning a WLT benefit block or using a business class ticket will change the base amount of items you can carry to 15.
- Suitcases are available for purchase in Hawaii: Small ($2,000,000) - 2 additional items; Medium ($4,000,000) - 3 additional items; Large ($10,000,000) - 4 additional items. Only the biggest one will be used. Suitcases do not stack.
- The 3* Lingerie Store Job special adds an extra 2 items
- The 3* and 10* Cruise Line Agency Job Specials add an extra 2 and 3 items respectively. I.e. They stack.
- The Excursion faction special adds 1 item per upgrade up to a maximum of 10.
- Book : Smuggling For Beginners, Increases travel items by 10 for 31 days.
- Tourism day on the 27th of September doubles carrying capacity.
- 7* Flower Shops allow you to carry 5 additional flowers.
- 7* Toy Shops allow you to carry 5 additional plushies.

Your faction is presently in a war and their war mode would have temporarily changed the perk. After the war, You will get to the normal perk. Also throw that small suitcase away and buy a large one. And your first priority should be to lease a private island with an airstrip. Anything below 29 is poor.

a) rent a private island and find a spouse
b) get a large suitcase
c) fly often to pay costs and make profit
These might not be useful if your faction is in constant wars that last long but with the above you pay costs in a couple of days then you have the rest to make profit.
Let me know if you need support, happy to go and get you a large suitcase and sell it market value.

Just take enough cash to buy the flowers (high price) but pray for plushies (lower price).
That being said if you are staying over nite, do the mug math.

Look over the profits (camels, pandas) and choose the location that best fits you timing /scedule.
