I was preparing to do a happy jump and weirdly enough I didn't OD.however my happiness shot down from 28000 down to 3700 my drug cooldown is in still in effect...

So my question is has this happened to anyone and can I contact anyone to help with my dilemma

Definitely this. If you happy dropped all the way down to normal, you did your happy jump at the wrong time.

Happy resets if it's above the maximum at the 15 minute intervals of every hour.

Remember this for future happy jumps. Harsh lesson to learn, but we've all made noob mistakes at some point.
