Use that to see what gym gives the best stats if you didnt realise them in the gym menu.
Ideally you want to unlock these as you go. In terms of using drugs etc it depends on whether you can afford them.
Most people can't so they use what generates over time.
Faction will guide you or it should at least on how to war and attack low power inactives.

At your stats, doing happy or choco jumps (see tutorials and guides forum) are the most efficient way of building up your stats quickly.

There is a lot of great advice in this game but one thing that is often missed is level-appropriate advice. Soem of the great advice is for players that have completed all the gyms and that ain't you, or me. Look at your gym and your faction perks and train the stat that benefits the most. When you level up gyms, switch to the next stat for the new gym that is best. At your level you can do jumps too, if you get a job at an AN, you can earn your own eDVDs.
You have to consider, some of those new players with incredible growth, are probably restarts, or have friends who already play that help them out with advice and money. Try not to compare your progress to others.
Now, that being said, all the information you will ever need is available in the tutorials & guides section of the forums, or the Torn wiki. You have to spend some time reading those. People can tell you to do this or that, but you need to understand the reasoning behind instructions. Start with Baldrs guide linked above, then pick any that are titled like that have something to do with battlestats and read them.
Also, if you are getting outted in your faction as being useless, instead of being given advice on how to improve, then you aren't in a very good faction. A cache farm is a terrible starting faction, in my opinion.

It's never too late to learn things.
But at the moment, it does look like you're being very non-optimal with your stat growth.
Faction steadfast plays a huge part in what/how you should be training, a faction with good respect will typically rotate boost to trains on a set cycle (6 weeks in my current faction) so I focus my training on the stat that is being given the biggest boost, maximising the energy put into each train.
As for boosters, these are great for additional E but are an expensive enterprise and probably not where you are at the minute.
The key and cheapest energy are drugs and refills. Xanax are your best place to start, an improved faction will also help as larger respect factions will have perks to reduce the OD rates. Refills are also 150E for 25 points, with 0 impact to any cool downs.

I allways advise new players to pick a single defensive stat (dex or def) and only train that one, making it a bit higher then str and spd.
The reason why are 99k happy jumps, which massively increase the amount of stats gained (around 40-50k per jump off the bat), but are very expensive, unless you're buying DPs, it will be out of your reach for a while.
If you only train 3 stats however, you can save up for 99k jumps and come back to boost your 4th stat with them, skipping months of training.
Another advantage of this strat is that you can wait for events that provide happy (Easter, Diabetes day) to do a 99k jump significantly cheaper.
Or get lucky and find the Happiness book, doing many 99k jumps for free.
The stat I would suggest to leave behind is Dexterity, as it can be easily bypassed by pepper spray, even if you invest in Motorcycle or Riot helmet, Tear Gas still reduces your dexterity to 1/3.

How does this book work? Assuming it's the ignorance is bliss book, doesn't happy still reset every 15 minutes?

When reading Ignorance is Bliss your happy does not reset. That is the perk the book provides, so you can raise it to 99k and keep it there (except for ODs of course, they hurt alot while ready it)
I suggest that you get in AN and that you use jb for EDVD'S and do HJ till 400k in each stat.
Don't do builds (str + speed or defense) until you reach at least 100M Battle stats.
