Im looking for some combat vest, and have been confused about the quality and armour value. A vest has higher armour value than mine, but its quality is lower. Is it better than my current armour? Whats the point of quality level?

In Armor every 20% increase in quality increases the Armor rating of the piece by 1 over its base value

 

Basically quality is a metric of if a piece of armor is better than an another one of the exact same piece.

 

It can't be used to compare different armor pieces (is dune vs eod or chest vs helmet) as those may have different base values

Quality is useful for comparing a weapon/armor with other similar pieces. So if you're looking at two "combat vest" armors, and one has a low quality percentage and the other has a high quality percentage, you can expect the higher the quality the better the armor protection, slightly.

 

Every individual armor and weapon in the game has random stats, within their classification's defined range. A 100% quality combat vest will have the maximum armor rating possible for combat vests, a 0% quality combat vest will have the minimum armor rating possible for combat vests, as far as combat vests go.

 

If you're comparing two different item types, like a combat vest versus a flexible body armor, quality is not a good measure of comparing them. Quality is relative to its own item type, so combat vest versus combat vest.

 

The higher the quality, the rarer it is. When a new armor/weapon is spawned into the game, it's given random stats, weighted on the low end of quality.

 

Approximately 50% of all armor/weapons in existence are less than 25% quality. A higher quality armor/weapon is worth more money than a lower quality armor/weapon, because it is rarer and superior.

 

("Value" does not account for quality, Value is the lowest prices currently for sale -- 0-20% quality)

So my armour currently is different from the combat vest, so quality is irrelevant here

And according to armour value, the combat vest do have higher value than mine, although its quality is lower. 

 

This mean the combat vest should be better than my current armour. Is this correct?

Short answer, yes:

the "armor" stat is what is factored against incoming damage. Higher armor stat, less damage received.

 

It can be more complicated, because coverage is another factor. And coverage is the sum of all individual body parts coverage. So it depends on where you're getting hit, the coverage your armor provides for that particular body part. Therfore, a combat vest won't protect your hands, but it will protect your chest.
