Just went to join a custom race and noticed that the 'Rules' tab on my screen is red and flashing - any idea why this should be happening?

Every year it will do that, untill you click agree on the bottom. Once you do, you get another year of no flashing rules.
It does it every so often, basiclaly telling you to check the rules page to reup on required game rules.

It is an annual reminder of the rules.
And no, not accepting does not make you immune to them.
And yes, that has been used an excuse before.... So many times...
It happens the day after you get the X years of service medal. You have to accept, it's just a yearly reminder
