How can I activate the organized crimes? I've searched all over Torn looking for this option, but have been unsuccessful so far...any guidance will be greatly appreciated. Thank you!

You need faction permissions to do so.
Already have the factions permission...
Go to the "crimes" tab in your faction page, click on "details" for the appropriate crime, then click "initiate".
