Fastest…would be casino but it also most dangerous.
Aside from casino like Syncopate said, ranked warring can be very profitable (easily 1m+ per hit in the right faction), trading is also a good one, and selling losses I guess, but that hinders your long term gains.

At your age I would just sell losses and do RW. Join a loss selling discord group, more work + better pay. Selling losses won't hinder your stat gain that much since in torn $ = stats

Joining a discord like the bounty hunters guild. You can sell losses for 350k and up and sell bounties, with those two you can make 5m+ daily. Joining companies like AN or law firm and using job points nets you a extra mill or two daily as well
In addition to the above...
Buying stuff on the item market and flipping it (recommend using mobile for this). Put the $2 sellers on your stakeout list.
Filling bood bags if you've got that $$$ blood. Sells like hotcakes.
Picking up bounties during RWs. Some factions pay mad money to take out level 3 greenleaves.
SGCC 24 hr raffles, Lusty Dragon's Xanax giveaways, Scorch's giveaways...
Inviting very cool, very nice, rich people to your wedding and making sure you send thank you notes
