403 means something (normally cloudflare) is blocking the message from going through.
It normally means it doesn't like the body of the message - whether it's a weird image, or something it thinks is malicious. Try remove any images from the body, upload them to imgur and link them instead.
Also double check things like adblockers, vpns, etc aren't blocking the request.
