Does anyone know... Do we top out at some point and not receive racing points when winning a race ( or placing 2nd or 3rd)?? I rarely get any points added to skill for placing 1st-3rd. Maybe I'm missing something. Appreciate any info. Thanks!

The higher your skill is, the more racing you have to do to move up a point. It caps at 100 racing skill, and so far, Data is the only one to reach that. At least two or three are getting very close.
Racing points are earned placing 1-3, Racing Skill experience you get with any placement. And as mentioned above caps out at 100.

And why 100 lap races to build skill are best done as a 2 racer race.
You only get points through official races and place top 3. Best skill gains are placing top 3 in 100 lap races so 2 people races will guarantee best xp gain.
Your best xp options are 100 lap Docks which yields most per race or 100 lap Speedway which yields most per hour. If you build your skill up enough you'll start winning more official races for points.
