Unless you have hidden nw somewhere you won't have enough to buy a shell of that size - most facs these days are going for between 10k-15k/res, depending on rank and upgrades so the shell itself would be 1b min for an unranked/bronze boi, this is before taking into account the ~5-10b in resources needed to stock the armoury properly - you'll need enough vanillia weaps/armour for noobles, plus at least a couple yellow rw shits, though with low resp you'll likely need more like a couple rw armour sets+low-average yellow weaps+probaby one or two oranges to play with - plus at 5-10k varying meds (1-2k of each blood should do), 10-15k beers+candies, enough xans and points at least to supply for wars (looking at probably 1k xans and 10k points for a safe start, more if you're gonna offer some for training in the off-weeks)
On top of this you'll want some padding to take care of expenses like bribes for chains/wars (I always used to keep a bunch of FHCs/DPs on-hand for peeps that impressed me when I ran my shit), probably some basic-bitch PIs with airstrips to rent to peeps that make it to 15 for 1$ (or enough liquid to rent one out for 'em), and maybe some sort of bribe munz to get yourself on the map for passive res (though ofc good charisma+activity you can negotiate, but this is becoming harder as the over-saturation of facs continues :P)
Lastly consider your plan around tol, are you going to max it first to reduce your hastening towards rehab cap (which is an invisible bonus to most noobs/potential recruits - albeit the most important branch you can get from a fac), or are you gonna give peeps a more tangible bonus that will be appreciated? Your increased daily costs won't neccessarily come up front, but if you're thinking 1-2 years, you'll be spending that much more vs mucking around a pre-established dynasty :)
