why doesn't the game let me use my army points on my defense ?
or because i chose strength that's all im allowed to use it on ??

Time in service (game time). Read the wiki, my guy. Stats gained.
Every day you work somewhere you get job points and workstats. The higher the position the more of both you get. Once you have enough workstats to get into next position you will need 5 days worth of job points at your current position. Once you have all of that you can click the arrow up on a green background to get promoted.
