Yeah to set the perks you will first need to enter war mode. From there you can pick whatever you want and then flip back. Next time you enter war mode the same perks will be preserved. Note that core …
It’s basically a second loadout of perks you can switch to without locking yourself into the perks for 72hrs.
However the caveat is once you switch back to peace mode you will not be able to enter war mode again for 72hrs (the peace mode perks however remain unlocked and swapable)
Its often used by ranked war factions to be able to use perks normally meant for war like stat and damage boosting ones, and then upon conclusion of the war be able to flip back to peace/training ones immediately

Note that core perks remaining constant across both war and peace mode (ie territory chain armories etc)

Is that a branch I can unlock?
If there were a branch that’d give +x% karma for each like or -y% for each dislike (contingent on your faction members having earned enough likes/dislikes and spending the requisite respect), how much respect would faction be willing to pay for such a branch, and would it cause a dangerous imbalance in players flocking to such factions?

Blind shouldn't be leading, if you don't know how to play the game or how to run a faction, don't start a faction, dumbass.
Idiot even names his faction "Torn Bootcamp" like he gonna teach you something, broke with no battlestats a year after starting an account, you're the one who needs a bootcamp.
Go find a proper faction, spend at least a month or three there to learn how the game works and how factions are supposed to work.
I don't think you should be leading a faction if you need to ask something so obvious (and easily found in the Wiki), but if you must, at least learn a bit first.
Well, upon looking at the more long term members of that faction, I get multi vibes. I’m sure they’ll soon be in fed. 🤣
