Some times, these Duke targets only use fist and kicks.

There's guides out there on how to defeat those types of targets

TT says you are both under 2k stats - AlanWhite2K9 although L26 appears to never have taken a xan.

Give it a go. Duke targets can be challenging or sometimes surprisingly easy.

Worst case - get a friend to drop his HP down a little then you finish him off with a grenade. 

Duke believes in you. Think of him as your new father. Don't let him down!

Don’t worry about it, you’ll be fine. The duke provides good targets, and if he’s tough? Take a Vicodin.

Try hitting them with a smoke grenade to lower their speed. 

Try getting a faction member to assist you in the fight.

Try reading some guides in the Tutorial and Guides forum.

I mean, you do have options. 

I did. Twice. And the dude one-hit me. My HP is 5 times lower than his. 

Did on second attempt, and he one-hit me.

Smoke or flash then attack like your life depended on it (mostly because it does).

If you're having that much trouble with your targets, you need to fix your stats, they're way too unbalanced.
