If the other person is obviously stronger there's no real point to stealth attacks besides protecting the only people who don't need it from retaliation.

I get flexing your power or mugging in general but it'd be far more interesting and less off putting.

Stealth makes total sense as a mechanic for a game about crime, so hard no on removing it entirely.

However, what if stealth factored in relative stats like FF does? Like if you attack someone way weaker than you it reduces/eliminates your stealth, thus giving big muggers an incentive against mugging smaller players.

Think about it, play the game more, then come back with a more nuanced suggestion than "remove this entire game mechanic" and you might earn my upvote.

Stealth makes perfectly sense.
The "realism" Imagine going to a gunfight with a knife. you'll never know what hit you!
The "protection". A person with high stats may aswell has some kind of image. When i'm strong and want to buymug you anonymously, then stealth is what i want to rely on.
When i'm in switzerland and want others to pay for my rehab i don't want to get flooded with sassy bounties about how mean i was.
In most cases those bounties would be placed anonymous. double standard right there!
