Just curious as to the extent of how they decide which threads to move and how.
Is it by reading them or someone reporting them?
How do they decide what to send to the graveyard? Is it the same thing (reported or read)?
What are the chances one author would receive such scrutiny?
Is it multiple staff or just whoever is on at the time?
How would a new or uninformed player know they were staff?

Staff are trained on how to handle forum posts, there are rules and guidelines that they follow to ensure consistency. It doesn't have to be a reported thread though usually those are found more easily. They also post in the thread if they have moved something. They can be identified with different coloured names, they are also listed on the staff page.

To answer the questions - Staff reads the forums and if they see a thread that needs moved, or if a thread that's reported as needing moved actually does need moved, they'll move it.
Graveyard is for spam, non-discussions, and threads which the OP requests to be graved (typically when they realize and, more importantly, accept that their thread was a bad idea)
As far as who does the moving, it's whatever member of staff deigns to. Maybe one staff member thinks a thread is fine as is, and another decides it's more an achievement than a General Discussion post and moves it, for example.
I imagine scrutiny is applied more liberally to those who tend to post against the rules more often. Maybe also for those who a member of staff holds a grudge against. Staff are only human, after all.
A new or uninformed player would know someone is staff by seeing their name in the staff list or by recognizing their role as staff.

The only thing I would add to this is the name colour change on the sidelines. Now that I know that, it definitely makes it easier for me to recognize them!

Both, we need to read them to know where to move them and sometimes we're pointed in the direction of what to read from reports, other times we're just actively reading and see that it doesn't belong there.

Depends on the thread, if it's low quality and there's no discussion happening then it can be graved. If the OP wants it graved we will consider this as well. Staff are encouraged to leave a note on their reasoning for graving something when appropriate.

We have colourful names and our role will say "Admin", "Officer", "Moderator", or "Helper"

I'm not quite meant for how the Internet is...especially on such a massive scale as a game like Torn. I'm usually playing solo games by choice. Torn is my first real experience with such a large following. Mind boggling!!!
