I didn't think much of it at first but I am quite curious about it, the Halloween basket levels up automatically when you hit a certain amount of treats, and after I unlocked Shadow of Doubt perk that gives 1100 treats I noticed my basket stayed at Horrifying instead of leveling up to Petrifying. At the top left of the upgrade menu it says "Ready for Evolution".
Does Shadow of Doubt not count towards basket progress?
It does, but I believe you have to win an attack (and maybe get treats, only during halloween?) to upgrade it.
If it currently says basket is ready for evolution then you need to make an attack to trigger the basket evolution.
However, Halloween event is over. So any attacks will not count until next year. Next year on your first attack, your basket will evolve. Not that it really matters anyhow as the basket level only changes the potential treat loot from attacking, which is only relevant during Halloween anyway.
