It’s been 5 days since my stat gains have either incremented or decremented by small amounts. Aren’t they supposed to consistently increase the more you train? This issue seems to have started after our faction changed our steadfast.

After 50m the constant increase in stats/train slows down dramatically. It’s most likely this combined with the fact that every time you lose happy and not allowing it to regenerate before your next training session.
As mentioned above, the gains increase slowly after you hit the soft cap of 50m. You will notice the increment as you gain more substantially more base stats.
