If your talking about shoplifting notoriety:
Every attempt at shoplifting will increase notoriety in that particular shop, making successive attempts more challenging and Jail sentences longer. Notoriety gains will depend on the types of successes or failures experienced. Higher skill levels will reduce the amount of notoriety gained with each attempt, though critical failures will always maximize your notoriety in the shop. Notoriety decreases by 1% every five minutes.

You mean what does notoriety means here? Well I'd say it's the rate and severity of your crimes. If you pickpocket a lot, your notoriety rises. If you vandalize a lot, same thing. If you do too much crimes you might earn yourself a few notoriety awards along the way.
