Since everyone is searching the dumps for duke's thrown away items, i think it would make it more worthwhile if people started dumping items worth of value. It would make searching the dumps even more fun!

The mechanism is making sure each type/specific item gets same chance to get picked up. IE if I trash 1 billion of hammers and duke trashed 500 boxing gloves and the OP dumped 300 goose juice, a person gets 1/3 chance to pick up a boxing gloves.
Ofc duke items are priorities and surely there are a lot of different items in the dump. This is just an example to explain about the mechanism.
