Every time you beat someone you'll gain experience, leaving them gives more exp than hosping/mugging. After enough xp will give you a button to level.

Levels are gained by earning Experience within the game. While there is no visible experience bar, it's believed that nearly all in-game actions contribute to gaining Experience.
Attacking (100% Exp), Mugging(60% Exp), Hosping(40% Exp).
Committing Crimes.
Training in the Gym.
When you have enough experience, a screen will give you the options to either level up or hold level. You can check the wiki for more information.

Find a leveling target list, such as from Baldr or Trip

These are lists of inactive players with surprisingly bad battlestats for their level. Defeating people is a fast way of gaining xp. Defeating people with higher level gives more xp than defeating people with lower level.
Most people recommend rushing to level 15. After level 15, don't stress about your level, just let it grow naturally as you focus on more interesting aspects of the game.
