With the special refills that are given out to players, I would have assumed you'd get a choice whether or not to use them. I'd rather use points than those refills, and save them for a rainy day when I'd actually need to use them..

You used to be able to use points through a faction and save your refills for a rainy day, as you put it, but that was changed to be no longer available.
See, inactive players get special refills to entice them back to the game. The number of these refills depend on the length of time they've been away. Longer time inactive = more refills. So during the attacking events that we used to have, players with 100+ saved up refills would have an extremely unfair advantage.
Now, to keep that from happening, I believe the number of refills given out are capped (Im not 100% sure on that) and if you keep them for an event, then you sacrifice all the refills until that event. So yeah, not being able to save them is actually on purpose.
