Stop holding money on you. It's as simple as that.
Do you sell items on the market? If so, use Ipecac Syrup to hospitalize yourself IMMEDIATELY after listing them (open another tab to do this quickly) and make sure your revives are off.
After the items have sold, setup a trade with a trusted friend and add your money to it (you do all this while still in the hospital)
Then use a first aid kit, come out of hospital, and wait a little while before canceling the trade (money goes into your wallet) and then storing it in Stocks (best option) or your factions vault.
Eventually people will start getting $0 mugs from you, and they will stop. And if they don't stop, they are basically playing themselves and you can keep training and laugh while you out grow them.

Oh thats dumb mechanism. Duke should treat cheaters the way he treats ppl who owe him money.
I've never heard of them being mugged by Duke unless it's from an actual outstanding debt. But if the sole reason they're in the negative is from having illegitimate money removed from their account by staff; I don't think Duke mechanics take action.
I don't even think their account is old enough to even get Duke to mug them for outstanding debts.
