What do snowballs actually do to someone when used as a temporary weapon? It says it increases their goodwill, but what does that actually mean?

Snowballs are powerful magic.
You can "accidentally" bump into someone. Or talk loudly to a friend about how bad a person who looks just like the person in front of you is...park in a space for the disabled, or even speed in a school zone. Most of the time nothing will happen.
Hit someone with a snowball however, now you have a fight.
