When in then planning stage of OC 2.0. Does the members have to be online for their completion % to go up. Or does it go up no matter it they online or offline.

It does not matter if they're offline or online, the completion % goes up regardless.
Only thing that matters is when its ready to initiate that everyone on the OC team is in Torn, if not it will be delayed until so
Ok I got guys that their completion % hasn't went up at all in 12 hours. And mine only seems to go up when I'm online
Planning is done sequentially, only one person is planning at a time. Each role takes 24 hours of planning.
You do not need to be online.
