By doing crimes you increase a hidden wanted reward. Those in the company can then arrest you after defeating you to get the money.

The game. The wanted reward increases naturally as you do the crimes. I think about it's 10-20% of all the money you made from crimes since the last arrest. No idea how are items counted.
Then it basically works the same as a bounty, except they get a 4th "arrest" prompt next to the leave mug and hosp. If they choose it you'll get jailed and they instantly get the money.
Also at 10* detective agency they'll get an option to use job points to see the list of people with highest reward. It's possible that you just acumulated high enough reward and everyone above you got arrested (zeroing their reward) so you ended up on the list, but it could as well just've been a regular attack where the guy decided for the arrest option. Only way to find out is to ask him directly.
playing Torn is a crime itself. you are subjecting yourself to a plethora of stimuli that one would eventually succumb into nothingness. one should prioritize real life over the game.
this is a way to make you stop. enjoy your surroundings and do more meaningful things.

If you don't want to get arrested you can try to make some progress on busting people out of jail. It gives great crime exp during successes (the best source of crime exp from successes AFAIK) but if you're new / low level (levelholders included) your successes might not be very frequent or consistent.
Point is, you DO NOT lose any crime exp from getting jailed trying to bust someone out of jail; you can exploit this to prevent yourself from having an arrest bounty because those arrest bounties only happen to people who haven't been in jail in a long while.
You'll notice yourself getting arrested by other players if you find yourself on a lengthy crime success streak without going in jail. It's not really very annoying unless you're goign for a kill streak or something but it is a bit annoying isn't it.
