Haven't done any OC 2.0 yet, but based on the Item category, Net is a tool so it won't be used up in the crime.
No - doesn’t get used. Despite its inflated price right now you will only need to buy it once!
Every required item for OCs will have either a check, x, or arrow icon at the top of the picture when you look at it on the OC page
x means the member doesn't have the item
Arrow means the item will be used up upon OC initiation
Check means the item won't be used up (both this and arrow means the person has the required item)
