Added a what to buy section for maximizing fighting.
Since this is about maximizing everything possible and being the best of the best... most weapons are not really valid and I think that's important to know. There really are only like 5 weapons that are viable.
I know my legendary guide has a range of a handful of weapons listed because they are 'good enough'... this is not really the case. If you wanted to suck ass and use crappy weapons that is up to you... no idea why you are reading my guide if that is the case. This thread will have the REAL viable list of weapons for those that wanted truly fight like a top 100 player.
Most of your weapons are probably temporary that you need to resell... The only permanent ones are red versions of the weapons mentioned in the new update.

Primary --
A Rifle is the most important weapon, rifles shit on all other weapons and should be your first purchase. In order from best to worst:
1) Armalite (Has highest Damage and highest Accuracy out of all rifles, reloads every 5 turns)
2) Enfield (Highest amount of turns before reload at 7 turns, and Higher accuracy than Tarvor by +3)
3) Tarvor (Reloads every 5 turns, higher damage than Enfield by +2 or +3)
4) Sig 552 (Highest Damage with having same range as Armalite maybe even +1 damage, Accuracy is 5 or more less than Enfield and Arma so quite a hit to accuracy) -- it is kind of barely just viable.
For Enfield / Tarvor the Enfield's edge is from the extra shots before a reload... I consider this better as you can reload once and do ~14 turns versus having to reload 2 times to do ~14 turns with the Tarvor so in a sense the additional damage Tarvor has could end up being not as much since you need to reload more / having less turns possible to use the perk you have especially when rifle is the most powerful weapon you can have.
The best rifle perks are penetrate or puncture or powerful if your focus is damage... powerful technically is better at a high level due to special ammo since there are no diminishing returns / it doesn't negate piercing negatively. Deadeye and expose come next but if you can get the magical double perk of both, it's the most powerful weapon in the game. The only other options would be sureshot if you really hate dex whores, and specialist but only on an Enfield and you are forced to sacrifice a mod for recoil pad since this can last you ~15 turns, ~30 turns if it has conserve double perk as well.
Summary--
-Powerful if you use special ammo
-Penetrate/Puncture if you don't use special ammo often
-Deadeye/expose as alternate options that do a little less damage
-Sureshot against if you really hate Dex players
-Specialist if it's on an Enfield for even more damage than powerful
If a rifle isn't your first purchase you're a moron.
Secondary --
The best secondary weapons in order:
1) BT MP9
2) Qsz-92
3) Cobra Derringer
4) Desert Eagle (barely viable)
5) Milkor MGL / China Lake
Nothing can beat BT MP9 with revitalize as additional energy to do more hits in war is just superior especially if you are a top end player this can help pin down enemies. Each additional hit you get to do also increases respect gained or allows for more Retalation hits as well help cap players meds. Stricken that a Milkor / China Lake can do only do the capping meds part which makes them a way less viable option. Another option for the BT MP9 is motivation. Assassinate is another viable popular perk for the pistols with a higher damage gun but requires a trigger mod and another accuracy mod... maybe even tracer ammo if you want to secure the hit -- nothing beats revitalize but Qsz-92, Cobra Derringer, Desert Eagle are the viable pistols for Assassinate and that is in order of best to worst. Desert Eagle is not really good due to super low accuracy but it is an option if you are struggling to find one of the other 2 only due to the lesser but almost as high damage it has in comparison.
The only reason I would consider not getting a BT MP9 would be if you're struggle with med cooldown making it hard to even use the extra energy as this is the main reason that opens up the other weapons/perks being viable. I am not huge on Assassinate but if you can get the mods for it and even tracer ammo... it becomes one of the highest damage weapons but is only good for 1 turn so you will need a good melee to back it up so now you are needing to invest heavy into a second weapon just to make it viable. Assassinate becomes better if you have Double Tap as it can trigger the additional damage twice.
Summary--
-Revitalize for doing way more work in wars -- Only weapon in the game that pays for itself due to increasing your war payouts due to more hits which makes it extremely strong. It's extremely strong on a carrying player that can use the additional energy to help pin down / cap meds of high stat enemies and allow members to freely attack while gaining more retaliation hits / respect from having more hits.
-Stricken for capping meds / paid mercenary hits / selling hospitalize time -- not huge on this perk personally but it's an option.
-Assassinate if all you care about is damage, assassinate + double tab if you really care about additional damage.
-Motivation on BT MP9 for the 5 minute stat buff, helps assist in increasing the damage you deal with other weapons due to the higher stats after using this weapon.
Melee --
Melee has it's downsides against parry and the 10 star strip club perks that reduce melees effectiveness.
The only real options that are viable in order are:
1) Diamond Blade / Metal Nunchakus
2) Macana (less damage but a lot more accuracy than the other weapons)
3) Kodachi (more damage than Diamond Blade / Metal Nunchakus due to the education for +10% damage on Japanese blades but 5-7 less accuracy points so it's just barely viable if all you care about is damage but want to miss more so maybe not even adding any additional damage) If I am honest slashing having it's own bonuses is the only real reason it's viable. (looking at you bloodlust)
The rest of the Japanese blades I hate to say it but are just not that good.
Perk wise is up to your own liking... probably one of the stronger ones is bloodlust but that is for players that are a victim to group fights often so only for beasts.
-Fury/Rage do the highest damage overall but are more RNG related -- nothing beats an extra attack as nothing can increase your damage 100% unless if you were to just hit twice (or more times) which these perks do.
-Penetrate/Puncture if you don't like RNG perks for more consistent damage, but a lesser damage increase
-Bleed can be an option but again not as much damage as the other perks. Since kodachi does the most damage a bleed on this would be best.
-Bloodlust if you are a group fight victim often (pairs well with EOD armor)
-Motivation/Eviscerate for a good buff/debuff. Evis lasts 5 minutes and applies as long as you hit so it's great to apply and then use your rifle, motivation lasts 5 minutes as well so great to apply and keep the stacks rolling with your biology boosters making sure to reapply when needed.
-Parry if you hate melee players or hate players using plunder (potential to lower damage in a fight, not a big fan of it)
-Plunder for mugging (doesn't really help you do any damage so not really helping you in a fight)
Now that we went over weapons, lets briefly go over armors.
Why do you have to leave us hanging on the armour info?!?!
Kind of really hard to suggest armors as you should really just go with personal preference of the viable sets (all minus Dune and Riot [minus the riot head / dune chest piece I mentioned as the best upgrades for young players vs non legendaries])
For defense players Assault > to Sentinel > to EOD are likely best routes. Or skip sentinel and just stick with assault until EOD.
For dex players you would go from Assault with delta mask/vanguard respirator > to full delta or full vanguard > then to EOD if you ever become beastly enough for it where large group fights become an issue or in the trillions of stats. Or just skip the middle and stay with assault + tear gas blocking mask then to EOD when you become a beast one day.
For more detailed look will type up my thoughts on each set for you:
Assault set --
- Overall good for anyone, should honestly be an orange set of armor.
Honestly pretty strong in comparison to most armors and for price. 2 of 3 weapons are guns so blocking damage is just going to happen often and a parry can be used to mitigate melee as well. Overall one of the best sets until you can get EOD armor. Probably most should get this set at the very least as their first set. For dex players ideally you do want to block tear gas so having a delta mask or vanguard respirator instead of the assault helmet would be worth it. While group fights can reduce stats, it can't reduce damage reduction so having a high set of assault is actually pretty powerful since you can get up to 29% bonus on pieces then +10% extra from the bonus.
Lets just say hypothetically someone was attacking you that always did 1000 damage, reducing it by 39% if it's a bullet everytime would lower it down to ~600 damage... basically every 2.5 hits you just reduced a full attack of damage. That's pretty insane when you think about EOD only full blocking every 3 to 5 hits.
Now granted EOD has 9+ more armor, covers throat, and covers face completely while assault has a 1 in 5 chance to hit throat in the flesh and 1 in 3 chance to hit head with a flesh hit... and flesh hits hurt like a bitch. Obviously EOD is better but you can't deny a strong assault is not that far behind it besides small things (also a full block fully negating a crit is miles better than just 'reducing damage' against a crit and could flip a fight).
If you can get a assault set you’re able to hold out for a while and watch prices drop before gunning for an upgrade to an orange set. It’s up to you if you want a riot helmet or something else instead to negate hard face hits. This is a lot more budget friendly for most players and it is not far behind orange sets.
Stat boost sets -- Sentinel set / Vanguard set -
- Bad if you are already a top dog in stats and don't really need more since people already group fight you since group fights reduce stats massively already. This set also really won't help much in terms of trying to outreach biology boosters.
Overall not the best if you are a player that is the victim of group attacks frequently. I would say the main use of this set is an energy wasting set. Your goal getting this set is to either boost your stats up high enough where people that normally beat you would end up needing to group fight you or use biology boosters. Or it is enough of a boost where now the stronger players have to waste E on your weak ass. So I would consider this set to be primarily focused on wasting energy or forcing players to spend money on biology boosters that normally wouldn't. This is not a bad thing at all in war and it's honestly the goal if you get this set. Personal preference basically here on these sets.
Dex whores really have to decide between this or delta.
Delta --
- The Cheap dex whore set, I consider it an offensive set for more damage output while vanguard is the more defensive set.
Cheaper dex set, combats smokes and other negative effects one may get such as eviscerate or demoralize on the rare occasion someone uses a gold ak. I consider it a more offensive set that allows you to push past negative effects that normally slow people down. If you fight organized factions where they often all have smoke grenades on this will help you push a bit past that smoke spam way easier to just slaughter targets quicker. You will get more hits in and do more damage with this set.
Marauder --
- Only good if you are doing a heal build and even then it's kinda meh.
Gas station perk that heals you + marauder + serotonin + the optional bloodlust (which heals off of damage and not total life so it's the only thing that the armory doesn't help). With a high set bonus, serotonin, and a gas station you basically are just making it so they have to kill you twice since you could be seeing 18k life, maybe 20k with blood lust. Very hard to pull off as I don't think it's really worth it unless you want to be in a gas station to really get the most benefit possible. Mining also gives a lot of health so that is another option if you’re quick enough to pop the perk just to become a mountain. Without either company I think you hinder the set a lot.
EOD --
- Depends on your position in the faction and stats. Defense whore you should just dream of this set. In theory this is not worth getting as a dex whore until you have several trillion in stats, but if you are the victim of group attacks because you are like top tier in your faction and usually no one f**ks with you unless it's large group fights then it becomes viable early and just have a backup delta mask for any smart players (there aren't that many so not a huge deal but there may be a rare smart player that will tear gas you and take you on that shouldn't have much business fighting you)
Overall the god tier of sets. Defense wet dream, dex whores that are top ranked stats by a good marine in their factions.

Your position in stats overall matters less than your position in a faction. My stats are low enough where I should be getting vangaurd. But my stats are too high relative to my faction where I am group jumped on often and eod becomes better by miles for me.
What are your thoughts on mixed sets? Say maybe some delta gear, maybe throw in a vanguard/sentinal pieces with an eod helm or chest piece?
Kinda that mid range guy looking for a few extra stats but also getting a few of the other protections.

.. I currently have full assault armour .. is it viable to use a riot helmet with it ?? .. or would the loss of the full set bonus be too detrimental ? .. I only ask as 'others' have said the assault helmet is actually quite poor and leaves your face exposed to critical hits ..

Think it's too encouraging to do the full set in most cases. Only a few reasons to mix match sets.
Only really 3 reasons to do it would be:
~You want better Coverage and this you would have to weigh... for assault it would be "is it worth losing 10% extra damage reduction everywhere to avoid a face hit that will do 100% more damage 1 out of 3 face hits?" against whatever bonus you would gain from the new piece of gear / new coverage.
~You are slowly selling off and replacing your current set trying to transition to a new one but can't afford it
~You are a dex whore and need a delta mask, or vanguard respirator to block tear gas.
The Coverage stat of an item basically tells you the % chance to take a flesh hit... flesh hits hurt like hell... now if you were going to take a 3,000 hit to the face and had an assault helmet -- the coverage is something like 66.5% or something around there, meaning 1 out of 3 times you're getting hit for that full massive 3,000. The other 2 times (lets just say you got a killer assault piece with 50 armor which is around 80% quality), 50 armor reduces 50% damage so that 3,000 hit would only do 1,500 so it's pretty significant when you land a flesh hit. (while we can see armor reduced damage by half... in comparison to how much it would normally do the reduced 1,500 vs 3,000 is a 100% difference so those flesh hits in a sense do 100% more damage)
The game does do a really good job of making the amount of perk given not really significant until you have many pieces, the second thing it does well is that some pieces are much larger bonus than the rest (head, chest, legs are typically giving a much larger bonus % than gloves/feet), which makes it really hard to mix match things as you have little room of what to mix mix match since the gains would be too small having 2 sets. It's just better to get the bonus instead of intentionally trying to mix sets.

for assault technically ya but just depends on your preference of if you cool with trading the bonus for more coverage and blocking pepper spray (which isn't very common in wars and only smart players opt to change to this and those are a rarity in wars).

well probably poor wording on my part -- that was 'only smart players' as in ones that notice they can pepper spray you, players are pretty dumb at switching to counter you but very few will notice and be like "i can change to tear gas and f**k this dex player up".
so it's really a debate for you between less damage overall thanks to assault bonus on all hits VERSUS less painful face hits and blocking tear gas from the rare player that may try it, this is just personal preference and a gamble you either get full assault and gamble that they don't hit you in the unarmored part of your face... or you gamble and take more damage by not having the set because you're expecting for that nasty face hit to happen on occasion and don't want to deal with losing a fight due to bad rng -- no real winning answer it's just gonna come down to what you prefer more.

That's not how assault works. It's additive just like any other damage modifier, so if someone is running IN with max damage modifiers from other sources, then they have +73% damage. 39% assault drops a hit of 1000 to 774.5 which is a 22.55% decrease, not 39%. Gets even worse with high values of powerful weapons, assassinate, deadeye weapons and such. Plus a very poor armor rating, and no temp immunities makes assault generally a pretty poor armor. There's nothing orange about it, the other oranges blow it out of the water except Vanguard which is dogshit.

I'm not sure exactly what I'm looking at here. Its a lot simpler than all of this though, take base damage, add all damage modifiers together, multiply base damage by the modifier. Then take the armor, multiply it by each penetration bonus individually (they aren't additive), then multply your damage number from earlier by 1-(armor value as a %)
So 25% full assault set with 45 armor rating in a PSF versus a 37% powerful gun with PI ammo, 10% for mastery/merits/faction, 2% from PI, and 1% from edu, you get 37+10+10+10+2+1-35=35% for your damage modifier. Start with a base hit of 1000, that gets elevated to 1350. Then your 45 armor goes 45x1.25x.5=28.125. Multiply that by your damage value 1350x(1-0.28125)=970.3125 final damage value.
Same gun versus my 54 armor PSF marauder chest: 37+10+10+10+2+1=70%, 1000 damage hit goes to 1700, armor is 54x1.25x.5=33.75 so 1700x(1-.3375)=1,126. But different life totals because marauder, so as a percentage 970/9000=10.78% of health total, my marauder puts me 11430, 1126/11430=9.85%, so marauder is superior in this case by a 9.4% margin.
Very clear explanation! But how about against delta where the bonus is not as noticeable in terms of damage? I am currently rocking vanguard mask, and rest assault (potentially swapping gloves and boots to vanguard for extra dexterity since damage in those parts are normally pretty low to begin with) and I have found increased survivability when compared to when I had delta.
I still do believe that assault offers probably the best value for its price though. For the cost of marauder pants you could easily find a very decent (48+ armor rating) assault set and if the difference is 9%, I rather save the 6 billion :P
Edit: Just to add to the strategy I am going with. Vanguard provides me more dexterity while assault body + pants provide me with some extra damage cushion for guns. If they use melee, I would argue that no mods or tracer ammo makes melee more prompt to misses which could give me the upper hand in battle. What are your thoughts on this?
9% is the difference between a 15b red gun and a 3b orange gun. Vanguard offers even less of an upgrade than that and you're using that. Vanguard is absolutely dogshit, helm coverage makes criticals absolutely brutal and if you use tyro it equates to less than a 15% increase in dex for a full set, and dex/defense are not 1:1 on damage reduction per % increase. Delta is for the top end of the faction when you need to fight through lots of temps. Best usage of Delta imo is pants+boots+gloves, with real armor on the chest/head (that is the loadout Fidelcashflow uses with an assault chest and EOD helm, and I think he has likely the most cost effective loadout in the game for how well it performs) Delta mask and Vanguard mask are both bad, just straight up.
I dunno who got it in their brain that tear gas is evil and needs to be stopped in order to play a dex user, with tyro you're still double your base dex after one tear. 5 tears and you're only at like half, tear gas is not that bad. What is bad is getting one shot 50% of the time you get crit. You still get smoked with Delta/vanguard and you're not gonna hit shit and you're still gonna have someone bigger than you drop you like a sack of potatoes after a mela, and if you're big enough that you don't have someone bigger, distraction is still gonna end the fight the same. Vanguard is actually trash, and both vanguard and Delta helms are the worst parts of the set.
Edit: also keep in mind that was one case where marauder is better and it happened to be a 9% margin. The margin would go up significantly if you were against someone using a deadeye weapon, the margin goes up significantly if they're using IN ammunition instead of PI, the margin goes down significantly if you're not in a PSF, the margin goes down significantly if they don't have faction perks/merits/mastery. Like there's a ton of factors at play with this and it makes a big difference what your own use case is and who you're fighting. My faction competes with the best factions in the game and we regularly are fighting into loads of EOD and red guns/melees with the best perks. Marauder is better for me 90% of the time over an assault set, and it would be hard to compete if I didn't have marauder. If I was in a gold faction where I'm less likely to see full perks, assault would end up being better a lot more often, but then when you do run into someone with best perks and equipment they'll roll over you.

You spending 6b for being able to live like ~1 extra hit if that in a normal scenario. Wild using psf armor perk and psf mission points for special ammo as if all of torn had that.
You are talking about everyone being elite as f**k at the game all using powerful and all using special ammo 24/7... but when it comes to tear gas and blocking it aw naw that shits useless no one's elite enough to use it cus no ones smart enough to go change to pepper or tear gas and worst case you got 1x (pepper) to 2x (tear) your stats with tyrosine. For someone like me who would gain 10b+ by doubling my stats sure wouldn't be a huge deal but the point of whoring is to be able to outreach players and boosting your stat to the moon so that players either need to group fight you or struggle to deal with you so you can continue to rein chaos on the enemy, for most 2x isn't going to do that. If you are dex and using marauder set talking about damage reduction differences that is also wild while you are opening yourself up to more damage by being hit more often when you do get tear gas thrown at you.

Lets say then that an enemy is going to do 1000 damage before any mitigations. 10% weapon mastery, 10% faction, 10% weapon experience, 2% pi, 1% edu. A weak set of 20% assault with it's 10% bonus from full set handles all of these bonuses from a normal attack minus the 3% of it so the attack does 1,030 in a normal situation... if you want to be a psycho and go oh no 40% powerful gun, and 40% more from ammo then 1830 per hit if everyone in the world magically was using powerful and incendiary. And I doubt this is the case because you aren't fighting NS faction in every single battle you are entering but we will say that just for you.
1030 damage for normal fights reduced by the lowest possible assault set 46 armor is a 46% damage reduction where only 556.2 damage gets through (54% getting through). 9000 life being hit this amount consistently gives you 16.18 hits before death.
If we assume every player ever fights with powerful and incinendary that 1830 letting 54% of that through is 988.2 damage after armor. 9000 life being hit this amount consistently gives you 9.10 hits before death.

Meanwhile maurader with it's weakest set gives 25% life with the full set and 52 armor (6 more armor as this set only has 6 more armor not 9 or whatever)
So a 1000 hit going at you against a normy is +33% or 1330 per hit... against a psycho with +80% more damage is 113% or 2130 per hit. Damage reduced by armor of 52% allowing 48% damag eto get through gives you against a normy 638.4 damage getting through and a psycho getting in 1022.4.
Against a normy (with 25% life boost now making you 10,875 life) is 17.03 hits before death... (16.18 with assault)
Against a psycho with 10,875 life 10.63 hits before death. (9.1 with assault)
I would say this is a low estimate by assuming 1000 damage per hit because ~17 hits is a long fight, so likely saying it will help you survive 1 extra hit is being kind and is more up to RNG. I'd say assault is just fine for most.
Wouldn't hollow points be useful against Lingerie Dex Whores ? They're out there you know.
