Nah, that'd make it possible to get RW gear without ever participating in RW or joining a faction. The game would drift towards P2W at that point
Edit: I should say that'd make it much easier to get good RW gear. Obviously, you can buy RW gear on the item market
how about adding a library to be able to buy books or sell unused books
