No, quality is set and never changes.
You can gain weapon experience for individual weapons if you have completed the Combat Training bachelor's.

You may be thinking of Weapon Experience, which does increase with more attacks. Quality never changes.
how do you get the weapons with mods attached to them? can u only buy them? or can you find them in the city?
Mods are mission rewards, the only way to get them is to buy them with mission points. Then you can equip them to a weapon.
There’s also Ranked War weapons which have special bonuses on them. Those all come from caches, so you either open caches or buy them from another player.
