I've looked and couldn't find so sorry if this is repeated.

Is there any chart or list or anything that shows an average stats per level?

Like this:

Level xyz:

Xyz-xyz strength

Xyz-xyz speed

Xyz-xyz defense

Xyz-xyz dexterity

Absolutely impossible to tie level and battle stats. There are players that are extremely strong for their level, and others that are extremely weak.

I know a lot of players that use torntargets to find players to beat for chaining and such.

If you're concerned about yourself and what your level and stats should be, I highly suggest not holding your level until you are at least level 90 and unless you are just super super weak, don't hold your level at all. When people say that Life is your 5th stat, that's not a joke, it can literally win you fights by having more life. Take every scrap of life you can get by leveling up when that button is visible to do so.

If worse comes to worst, you can simply look at the Hall of Fame and compare your Battle Stats rank to your Leveling rank. However, being as you are level 15, and specific to level 15, this is very unreliable. You should honestly level up immediately if you're holding at 15 just to attempt to level hold.

There isn’t anything like that because level doesn’t correlate to battle stats. Level is based on game XP, which you get the most of by attacking and leaving/holding people who are higher level than you. If you only attack and never train, you can reach level 100 with very little stats. Same if you only train and never attack - you can end up on the strong end for your level even if you’re not level holding (you will level up eventually since you get XP doing pretty much anything on Torn, but attacking seems to be the quickest XP gain by far).

Instead of measuring your battlestat growth against level, measure yourself against how many days old your account is.

Constant and consistent gym training, xanax use, and point refills are key for fast growth.

The battlestat growth is exponential.  Growth per day or week gets much, much faster the higher you get.

The first several months will feel impossibly slow but stay at it.

I am by no means an expert at this game, but this might give you something to compare your progress to.

1 month - 40K
2 months - 130K
3 months - 310K
4 months - 440K
5 months - 710K
6 months - 1 M

These numbers are read off of a graph but are fairly representative of my first 6 months.

I agree with this. I'd say a better measure of stats is against your age. It took me about 6 months to get to 1m stats total. A friend of mine hit 1b total stats before the 1 year mark with little to no money invested besides subscriber. It's doable but it's for sure a grind
