I started seeing people with rare weapons lately , how do I obtain them? Are there any other ways to get one or only available in auction house? Sorry if silly question.

they come from weapon and armor caches.
Small, medium, melee, heavy and armor.
Caches are awarded to factions for ranked warring. You can either buy caches and open them, buy from auction house or through traders/item market filter for specific bonuses.
Are they guaranteed from the caches or is it a chance, like a knife from a CS crate?
you'll never get a base weapon from a cache without a bonus. But it's random what weapon and bonus(es) come out if it.
Some of it is pure junk, some of it is game changing.
You are a level 12 player. You will do just fine with a diamond bladed knife (DBK). Focus on saving up some money and building up some passive income before spending on ranked war weapons which cost tens of millions.
For now, your money is better spent on xanax, point refills, and happy boosters for gym training. Rent a private island and buy a large suitcase when you reach level 15.

Good factions keep a selection in their armory for members :)
Honestly most of yellow bonuses are so bad,damage output of normal Macana will be better.Thats why you can see some weapons with same rareity cost 30m or 600m
