I believe it would be guessing all the characters of a password without cracking. That is plausible if it is limited to 4-5 letters.
If anyone bothered reading the market report, we know that it's to do with pickpocketing

If pickpocketing, I suppose it could be something in the lines of: "pickpocket 10 different targets in XX time" or "pickpocket 10 police officers in a row"...
But I'm also doing 500-of-each stores robbed in shoplifting.
10 police in a row would be like winning the lottery with a fail rate on police at about 70%.
Shoplifing 500 of each is a fair guess.

Unfortunately, there won't be a new honor bar this week. Ched is currently away from Torn (hence the lack of patch notes today), we have the requirements finalized for the next award but the honor bar itself is not finalized yet. Sorry!
