It is a percentage of your total crime earnings...the more crimes you've done the more it gives.
Depends on the number of high value crimes you have done over your "criminal" lifetime

I did mostly arson and not that much hacking in crimes 1.0 but I think I saw someone with a lot of hacking get around 50M. No idea how crimes 2.0 has affected things
