wiki states there is a perk for "1% accuracy" under combat training which is not present in perks. "pharmacy unlocked" is also listed as a perk but is not present in my perks.
many new perks need to be added to the wiki as well.

There's no general accuracy perk from Combat training, other individual perks related to the weapons are already present in the Perks:
Pharmacy unlocked is no longer a perk because the pharmacy is unlocked by default now:
