Inflated CPR giving false sense of achievement

Working in Business Partnering sucks the soul out of me, so I'm on Torn to act be stupid and play it like a crime-based game and role-play as a mysterious figure . . .

There's been rapid drastic CPR changes within a short period and NO ITS NOT BECAUSE I HAVE 100 CRIME SKILL FOR EVERYTHING, personally I am not sure if it's actually a good thing since I feel these values are being inflated artificially via lowering the difficulty:

Let's just use my original L8 CPR values as reference:

Here's my L8 CPR values before any CPR value inflation changes

Robber: 61
Muscle: 53
Thief:    62

Here's my L8 CPR values after the 1st CPR value inflation change:

Robber: 62  [+1]
Muscle: 53  [Nil]
Thief:    63   [+1]

CPR Inflation value increase= +2

I do not like using Chat, prefer Mail unless I am in a chatty mood on that day:

No newsletter perms yet, so I've had to manually message each person individually to get the data I require of them which is just basically replicating what I do irl to senior leadership execs and so on:

Anyways. . . after some time I painstakingly obtained all the data in which I even planned the order on how we would execute our L7 and L8 OCs ONLY TO FIND OUT THAT FOR SOME REASON THE CPR VALUES HAVE CHANGED YET AGAIN:

Here's my latest L8 CPR value(s) after the 2nd CPR value inflation change:

Robber: 63  [+1]
Muscle: 55  [+2]
Thief:    64  [+1]

CPR Inflation value increase: +4

Would like to hear from the community any thoughts after knowing that CPR values are being inflated. . . and what's the latest CPR value inflation increase experienced so far?

This is only a thing if you haven’t done any crimes or training or anything else in the game between each increase?

In this case it stands for checkpoint pass rate

the reason its changed 'so drastically' is because youve been reaching 100 skill in each crime and potentially gaining stats in job and battle, thats all

I am happy, now I can join lv 8 OC tho. I am not even sure how to raise the pass rate even just +1 before
