Is there a reason why I can't get higher then level 5 for the cracking crime? I'm at level 80 for bootlegging and have a decent amount of crimes done. Why does it keep resetting me?

Is there a reason? Yes.
What is it? I don't know. What's your rig look like? Do you have the educations completed? Are you completing them daily? What's your failure rate?
I have all cracking relates educations done, and I don't have any rigs, haven't gotten to level 25 for cracking, and failure rate idk how to check
I did a quick check on your profile and this might be the issue - you probably have lower CE (edit - this is a hidden stat) which causes more failures.
From xp - this happened with my pickpocket -> once i had more crimes in i had more success, This would be true for higher level crimes like cracking and scamming.
I'd suggest getting your CE up by doing the not so sexy crime like search for cash and graffiti . Pop by once in awhile to do cracking and you'll see more success.

Putting it simply, you're not a good enough criminal yet.
Spend some more time on the easy crimes getting XP from raising their skill levels, and then go back to cracking later.
(Otherwise you will continue as you are, you repeatedly make some gains and then lose them from failing)
Here are your current skill levels in order of easiest to hardest crimes. Stop trying to jump straight to the hardest ones at the bottom :)
100% agree with this.
It is usually recommended to reach about CS50 in Search for Cash before starting the next one and so on.
If you start a crime and you fail often then go back to a lower level one and spam it a bit more.
I personally went ahead and completed them all to 100 in order (with the exception of pickpocket that I completed later with a higher CE)
