Hello, mine wife IRL https://www.torn.com/profiles.php?XID=3774432 joined Torn not using the FB link Ive sent to her. So mine question is do she has to delete the profil and create new one or she can be referred to me not doing that?

Ask them to post in the report confirming the referral, I can check and add it manually if it confines within the rules. Restarting for referral is against the rules and the referral will get stripped.
