Does having more speed make a difference to the percentage of crit hits you make?

No, speed just has an effect on your hit rate. If you want to increase crit rate, you can add mods to weapons, find a ranked weapon with expose, do the educations, invest in the merits and have faction perks.

If you don't have enough speed to hit, you technically will not crit as much because you will miss hits that might have been a crit otherwise.
