Is it important? if there were 2 guns, exactly the same stats, but one of them had a higher fire rate, would it be better? how does that work (please help me out)

One thing to note since it hasn't been said: RoF doesn't vary between guns of the same type. Every single Armalite has the same RoF as every other Armalite. The only exception to this is the Conserve perk that RW …

So basically a lower fire rate is preferable (and a higher magazine size is also preferred).
Less rounds fired means more attacks before you need to reload, reload wastes a turn, so it's beneficial to have a lower fire rate. But if you find a weapon you like there are ways to lower fire rate with mods/edu.
Trying to avoid reload during a fight can be critical so I always go for a lower fire rate.
In fact I was just having conversation yesterday with a faction member about the same thing.
They preferred Bushmaster as it had higher dmg/acc, despite its 2-28 fire rate from 30 round mag.my SMG is just a MP5 Navy, lower stats but much better ammo usage.
On side note, what is it with your faction?
If youre not one of the multis, get out whilst you can and join a faction where you can learn.
Dont be stuck in a faction that starts a raid against the opononent its been matched with in a RW
The only case you’d really want as high a fire rate as possible is to get the Rounds Fired merits. There are honour bars for firing 10k, 100k and 1m rounds - you can chip away at this with a Minigun on inactive targets & NPC fights. For any real fights you’ll likely want a primary with more accuracy and less reloads.

Yes you need a new fraction... mine is always looking for recruits... tell all your active members (besides your faction leader, he's a idiot. I mean who starts a raid on the faction they're warring with? ) to apply if they want to. We all help out with questions , armor, drugs for war and chains. Whatever we can to help out our members to grow as rapidly as possibly.

Don't forget weapon mods. Isn't there one for rifle ammo conservation?

You have basically 3-4 main rifles that you want to stick with. Arma, enfield, sig and tavor.
Arma and enfield have the better acc
tavor and sig have better dmg
Enfield, sig and tavor have 30 round mag
arma 20 round mag.
arma will typically have better base stats, but enfield is best due to its rof if RW.
if non RW, stick with the Arma.
What is RW?
Ive also been using the enfield so its good to hear you recommend that
Ranked War. Yellow/Orange/Red weapons gotten from opening the caches that factions earn from participating in Ranked Wars.
Conserve actually does change the displayed ROF! I only know cos I was looking it up when selling a Conserve a couple months ago.
