I'm currently posting this with TornTools enabled.
Just recently, I have been lagging at random points throughout the day. This gets annoying quickly, as the lag also consistently occurs at the start of ranked wars. Is it because I'm f2p, ched?

This is being worked upon here. If you can extract and email us a HAR file when the "lag" is happening that would be helpful. Steps for extracting a HAR file are mentioned here, you can email the file to webmaster@torn.com.
