The vengeance honor says "Successfully perform a faction retaliation hit". I thought this meant hosping someone who attacked a player in your faction, but that's not working. What does it mean?

I don't think you qualify for retals since you're still a recruit.
iirc, recruits can't do retaliation hits but settled members of the faction can retal hits on recruits.
