if a service isn't being provided by anyone after 20 years of this game being out it's generally because there's no reason for people to hand over a profit to you for its use.  If you want to make a profit selling a service and your plan is to supply it by running xans try selling overdose insurance a la Securop, you'll have to undercut your competitors to entice people to trust you over established services but it'll be more viable than this anyway.  This is just a bit lazy, running xans and then asking people to pay above market price to not get their items right away
