I have no chat or capability ro chat in torn as of a couple of days ago and can not find any choices to activate it in game or unactivate it in game

Sounds like you should file a bug report then.
All chats used to be in lower right of my screen not there anymore.
My chats are working fine, so it's not an issue with Torn. File a report and maybe log out and log back in.
If Torn pda make sure you have the enable/disable chat button always visible so you can click it. Otherwise if you're not on pda try clearing your cache. Torn is legitimately bad at cache management and if you have BSP installed you can see how much space your cache is currently using. If it's getting toward 4.9m you need to clear it. Otherwise just assume it's full and clear it.
