Have a friend hold 20x the required mug as cash on hand and mug them Or you can embrace the mugger within and go all in. Buy mug, mug those dp / se sellers, mug those poker nubs

You can always have a friend or faction mate (you can defeat) hold some cash and mug them.

I have this exact quest right now, except it's 8.6 million. I'm not even trying. I think this mission should be reworked so it's much easier, as this much is unreasonable.
if you have a single friend, this is the easiest mission in the entire list.
A few things about this. For one, I'm not in that situation. And second, that kind of misses the point. If you need to have a friend term the mission for you to make it incredibly easy instead of impossibly hard, then it is a poorly designed quest.
if you aren't in that situation, why not just... do the mission?
and you don't need a friend. you just need to mug. i had to mug 15m or so, and i mugged 21m without any outside help.
if you're unable to mug genuinely, and you don't want to do it the cheesy way, then that's entirely on you rather than the dev team.

No, it is on the dev team. There shouldn't be a mission like this that is incredibly hard compared to all of the rest of the missions on the same difficulty unless you have a friend to cheese the entire thing. If you have a friend to cheese it, the mission is boring. If you don't, you have to spent a ton of energy to mug enough money to get a reward that is tiny compared to the money mugged.
Even without friends it's super easy. It's 100% a you problem. I never even ask anyone to help me with it and have no problem at all with mugging missions. They basically are free.
You not having someone who would help you cheese this missions is wild. This is such a social game, what are you even doing? You should at least have some faction mates that you trust and they trust you enough to help you cheese this.
No, you don't have to spend a ton of energy. You need to find yourself better targets. Depending on whether you normally mug or not it's not even extra hits.
Also if you make like 1-2m per mug (which you definitely should be able to with buy-mugging without even really trying) and have some booster-CD you can just use e-cans to get that e back.
ALSO also you are meant to at least occasionally attack people, why else would you want stats? Usually people could say here that they want the stats for attacks during RWs, but apparently you don't really value factions...
Missions SHOULD be hard, otherwise where would be the fun in them? Recently all my mission targets only take like 2-3 hits and they die without any effort at all, I assume that's because I'm in a 10* music store providing 15% to all stats. It's boring, no challenge at all, even though they are supposed to be on expert level.
I just joined this faction today, so they really have no reason to trust me. My irl friends stopped playing a while ago. My networth isn't high enough to even be able to buy mug effectively. Maybe I really am the only one in this situation where this is unreasonable, and that's because I suck at the game.

You wouldn't send them the money to mug, you would have them put their own money up for you to mug with the understanding that you will send it back. My networth quite literally isn't high enough to send 20x the amount and then mug them.

So just send 10x instead of 20x and mug twice? Or if you still don't have that much, send 5x and mug 4 times?
Thanks guys for all of your answers, im just came back from 2y inactivity and lost my old faction and all my friends in there. The only friend is left is too much stats for me :) And mugging is feeling like something really bad for me, but it is what it is, i've done this mission with sorrows and sadness in my heart
