I have been trying to collect some bounties waiting for targets to get out of the hospital but as soon as they are out and I click on attack I have to wait 60 seconds sometimes yet other people can attack that same target, why is that?

Probably because the target you are attacking is in a ranked war.
During a war, members of either faction will have 60-seconds of protection from outside hitters from the moment the faction member leaves the hospital or jail.
Is that what early discharge means too?
Yes, an outside hit allows the player to use early discharge.
Early Discharge (ED) is the system where if you are in a war and get attacked by someone not in the opposing faction, you can get out of the hospital for free. This is to limit outsiders from swaying a war.
The system where you cant attack a person in a war immediately after they come out of the hospital is to nerf turtling. Before, when you were in a war, you could set a high bounty on your own players and half of Torn would jump on them the second they get out of the hospital, often resulting in long hosp times. This was frustrating if you were trying to attack the player to gain score but you had to compete with dozens of other players not involved in your war.
