IIRC the harder the crime the lower it is on the list, am I correct?
If so, does this apply for the drop down on crimes itself, for example if I go to card skimming and select the drop down that says bus station, will post office be harder than the bus station?
Yes the higher the level recruitment within a crime category generally the higher the difficulty. Over here is a very good guide to crimes with links to in depths guides on specific crimes
