If you mean how to package an item in a box and gift wrap it, need three things in your inventory:
The item you want to send
An empty box
Wrapping paper or gift wrap
You can place up to 10 items in one box.
Once you have those items, use the empty box and then select each of the items you want to send. Once you're done then just confirm, and that will create a parcel in your inventory containing all of the items. If you want to gift wrap it then just find the gift wrap you chose, click the button to use it, and then select the parcel you want to wrap.
There will be no way to tell parcels apart from each other if you have multiple in your inventory at once.

It tells you on the same page that you can buy them. It is basically a subscription for ongoing donator status with some extra benefits on top.
